NATC Hot Tip - Placarding a Vehicle

Who is responsible for providing placards and putting them on the transport vehicle?

This question must be asked at least a hundred times a day in the industry.  Let’s try and clarify this never ending question. 

The regulations require that the shipper provide any required placards for the material being offered.  The regulations also require that the driver must have all required placards in place before moving the vehicle.  The question of who must put the placards on the vehicle?  This is NOT specifically addressed in the regulations.  When it comes right down to it, it does not matter who puts the placards on the vehicle.  What is clear in the regulations that it is the driver’s responsibility to make sure the vehicle is properly placarded before transport.
